Alright, so above I listed some of the components to my computer and the most recent speed test. I briefly ran OBS last night and did a test recording and it was really grainy (even after the first few seconds of pixel burst) So I am going to have to spend some time setting things up correctly. However, how to do that, well, I have no idea.

These are my questions

For Recording (Not streaming) in 720p @ 60fps what should my settings be at?

For Streaming... what should I be aiming for (id like to record the streaming as well) and what settings should I have for that?

For local recording your settings should probably look like this - https://obsproject.com/forum/resources/how-to-make-high-quality-local-recordings.16/ - I record at 1080p60 on the ultrafast preset and crf=18, then re-encode with Handbrake later with more compression to get my desired frame rate/resolution.

For streaming at 720p60 your CPU should be able to handle most things on the fast preset, though if you aren't partnered you might consider 720p30 at 2000-2500 Kbps to minimize playback buffering for your viewers. At 720p30 the medium preset shouldn't cause any problems unless you're playing, I don't know, Assassin's Creed Unity or something, which is supposed to be incredibly demanding and thus makes streaming much more difficult.
