Capture Device is bad no doubt but it looks like it was still connected to a port that was operating @ USB2.0 only.

If the device maximum speed is listed as High-Speed only that means it caps at 2.0 though, right? Where in your first picture it even lists the device as SuperSpeed maximum...which is 3.0? So from that information a better capture card would be the best course of action then? I've heard Elgato are pretty solid. Is the HD60 X a good starting product from them? I'm primarily capturing for switch and ps4 for reference.

It doesn't but there is a note there about the companion port 1-23 that IS operating @ SuperSpeed.

No option, I haven't looked at the current crop of cards in years. There maybe something better that I'm not aware of.
