My specs:
Processor: Intel core i5 4440
Mobo: MEDION MS-7848 (not the best I know)
HDD and SSD - Games on HDD, OS on SSD.
GPU: Geforce GTX 750 TI
Internet: 60mbps down, 6 mbps up.
One crappy non 16:9 monitor - which is part of my problem.

I am trying to setup a decent quality stream in the form of 60 or 30 fps, 720p quality. My monitor doesn't support 16:9 aspect ratios, which is a problem I suppose.

Quality is not really nice, even on:

1280:1024 Resolution.
60FPS
3500 bitrate and buffer.
x264 Encoding.

It sometimes even stutters, for no apparant reason. I don't have a logfile, as I dont know where I'd be able to get or make one from...

You're using too much bitrate, which is likely causing the stutter (most likely actually transparent buffering).
Drop to 720p@30fps, 2000kbps. 2000kbps is the rate Twitch advises for non-partnered streamers, as it minimizes buffering for a majority of viewers.

Also, make sure you aren't watching the stream playback on the machine you're streaming from; the Twitch Flash player isn't the best, and can chug in CPU-loaded situations.
 
Thanks for the advice, I might go try that out, but one question, how do I exactly switch the Resolution to 720p, my monitor isn't 16:9 itself.
 
You can set your base resolution to a 16:9 resolution a size up from your current monitor, and downscale from there. It won't get rid of the black columnboxes, but it'll let you position your game video in the 16:9 window as you like. Most will slide it over to one side and put their webcam in the dead space, and possibly their chat. Others fill it in with art assets (like a frame or overlay).

Log looks fine, can you link to a VOD (video-on-demand, aka 'past broadcast' archived cast) showing the issue?
 
It runs decent now, still not really up to what I would like it too look like.

It's a little sluggish, the resolution is odd, and the colors are really dull. The resolution makes the units distorted, and as if it were an offset camera. It's not how it's supposed to look like.

Delete the source and re-create it; for some reason it got stretched out of aspect ratio. You might also be able to right click on it and 'reset size'.

If you're using CTRL/ALT/SHIFT to disable the aspect lock and size it to fullscreen, don't do that. This will not remove the columnboxes, just let you move the video around to shift it to one side or the other, or fill it in with an art asset. You won't be able to fill a 16:9 screen with 16:10 video without distorting it, which is definitely happening in that VOD.
 
Well it might be because I am running my monitor on 1280x1024 natively, and am setting the base resolution in OBS to 1280x720.

Though it might just be what you just said, but I'd have to try that out tomorrow. I ain't trying to remove the columnboxes, I am trying to improve overall quality, while having it run stable, and without stutters, freezes.

I do think however, that the quality is dull, for some odd reason, but it could just be me.

I will post again whenever I've tried your solutions, to these problems, and I thank you for all the help so far. :)
 
Ah, you'd want to go to 1920x1080 (1080 being the next largest past 1024) then scale up the source to fit the screen, and use a downscale from there to get to 720p. This will preserve the most quality, as the in-preview squish is a lower quality resize than the overall downscale.

Being dull could possibly be the colorspace used by defaults; it has trouble with reds. You can use full-range encoding in the advanced settings, but it WILL require more bitrate.
