Question / Help Failed to start a broadcast

Hi!
To start a transmission in OBS, I get an error message like the following:

Model of the Graphics Card: Intel Graphics Media Accelerator 3150
Operating System: Windows 8 Pro
RAM: 1GB

The problem is my graphics card or OBS software?
