That worked for me.
Increase your Profile Level to something higher than 3.2.

I put it at 4.2 like the 1080p60 stream uses by default (automatically). I am on a HP Ryzen 5 3500U laptop. And just so you know, AVC encoder does not work with the HP drivers. I had to install drivers directly from AMD.

Only official Drivers from AMD are supported. Vendor drivers will never be supported unless they are unmodified and up to date with the official AMD drivers.

How do you do this and what is it.

Since I came here from googling this problem (OBS failing when trying to output 720p video encoded as h265/HEVC) I'll explain a little more details for how to solve it:

Go to Settings > Output > Recording > View Mode > Advanced > Profile Level (Set this to something higher than 3.2, if Auto doesn't work).
