Specs:
CPU: i7 4770k @3.5ghz
GPU: NVidia GTX 760
MOBO: Gigabyte Z97X-SOC Force
RAM: 16GB Dual Channel DDR3
HD: WD15EZRX 1.50 TB Hybrid
Power Supply: Antec HCG 850w

Whenever I stream (Specifically CS:GO) I get ridiculously low FPS. (350 FPS not streaming, drops to 70 while streaming and very laggy). I am using QuickSync, ive tried x264.

Im beginning to think this is an issue directly related to the GTX 760. EVERY thread with the same issues all have this video card and no solution.

Sounds like an issue with letting CS:GO render as many frames as it wants, sucking up a bunch of extra CPU and GPU resources that OBS needs. Enable vsync or use fps_max to cap your FPS somewhere near your monitor's refresh rate. You should also lower your webcam resolution from 1080p as that can negatively affect performance as well.
