extremely high ping spikes, connection drops significantly have no idea what too try next

So for whatever reason i get insane ping spikes and the conneciton bar on obs side is reading "1bar" of connection. i want too know what ideas anyone might have too fix this. doesnt matter what game. ive adjusted my bitrate high and low. ill attach a log

Acer - Nitro 5 15.6" QHD IPS 165Hz Intel i7-12700H 32GB 2TB, im on ethernet, download is 556mbps, upload is 23mbps, provider already came in and said it all checks out. i have messed with resolution, i have enabled dynamic network, tcp, have it on ultra low latency right now aswell. my bit rate is currently 4500. doesnt help at all it seems like.

are you on spectrum? recently i've had to use a vpn with spectrum because a lot of their hops have packet loss atm.

i'm using private internet access, if the vpn doesn't help make sure you aren't using a modem that has the puma 6 chipset. and if you are using the spectrum supplied router sometimes they are garbage as well, like the SAX1V1K
