I ran into this problem after changing my HD. I thought that it was something related to it, so, I've unninstalled the app and installed again, nothing. I couln't find any articles that were solve with this theme. More info of OBS in my computer:
Directorie: C:\Program Files\obs-studio
No extra plugins ever installed
All the folders seems to be full
Ps: My computer is in portuguese + ask me if you need extra info.
