Question / Help Encoding Issues

Hey guys I am fairly new to streaming but still know my way around for the most part. I have 30mbps down and 5 up for some reason my bitrate jumps everywhere when I have 720p 60fps 3000 bitrate. I would appreciate any help thanks!
SPECS:
GPU: NVIDIA 980 SuperClocked
CPU: i7-4790k 4.4ghz
RAM: 16 GB Corsair Vengance @ 2133mhz

Also, please describe everywhere. As in higher than 3000 or lower or both?

It is jumping everywhere under 3000 and turning red and yellow then green for like 2 seconds and repeat

these are connection issues between you, your ISP and the twitch ingest server. There is a stickied thread on the main questions and help. Try each step and report back. Check your upload at speedtest.net but dont do the closest. Check a couple of areas. but this doesnt mean thats what you'll get. Uploading to twitch, it just means thats what you have available from your isp and it might mean its on twitches end. Speedtests are more for reference.
