these are connection issues between you, your ISP and the twitch ingest server. There is a stickied thread on the main questions and help. Try each step and report back. Check your upload at speedtest.net but dont do the closest. Check a couple of areas. but this doesnt mean thats what you'll get. Uploading to twitch, it just means thats what you have available from your isp and it might mean its on twitches end. Speedtests are more for reference.It is jumping everywhere under 3000 and turning red and yellow then green for like 2 seconds and repeat
