Question / Help Encoding/ High CPU usage

Hello,

I am new to streaming and have been playing around with OBS and Twitch, it seems I have run into a little snag when I am streaming. On my OBS it gives me a High CPU usage error when looking at my task manager my CPU is at 100% which is odd seeing that when I stream I have only OBS and Twitch open but I am sure that I am missing something. I was wondering if someone could help me figure out why.

I am streaming from my laptop (probably not the best idea but its all that I have right now)

specs:
Dell Inspiron 15 -7000 Series
Processor: Intel(R) Core(TM) i5-4210U CPU @ 1.70GHz 1.70GHz
6GB Memory
1TB Hard Drive
Intel(R) HD Graphics Family

I am also using Elgato game capture HD 60 (but that seems to be running fine no black screen)

Please let me know if you need more information then that.

I have my settings in OBS to stream 720p and I have even set the resolution downscale to 1024x576 I do not know if that matters at all.

Hey, I have a similar problem (and laptop), only difference is I'm using an Elgato Game Capture HD and attempting to get a web cam to work also. I think our laptops may simply be underpowered with respect to streaming to a degree of quality (720p). Hopefully you will get some good responses from more experience users. I'm thinking our CPU and GPU need to have more power unfortunately :( Best of luck anyways....
