Question / Help Elgato HD60 Drops below 60FPS

Basically while streaming the card will drop down to 59 and sometimes 57FPS
I've read just about every forum post and none of them have helped

In the video tab of OBS, I would set your base resolution to 1920x1080 and downscale to 720p

Next in the Elgato in the video capture device properties set the resolution to 1920x1080 @60fps.
