Question / Help Elgato Game Capture HD Laggy recordings and streams

I am having a problem, on OBS when I start streaming or recording the video is laggy and choppy, It will be smooth but as soon as a sudden fast movement occurs it starts being choppy then smooth again, this happens mainly on fast moving moments.

Here are my computer specs if this helps

CPU: i5 4690K (No overclock)
RAM: Corsair Vengance 8GB
MOBO: MSI Gaming 7
OS: Windows 10 Pro

I am trying to stream from PS4
