Question / Help Elgato Capture 60fps Problems

Let me make it clear that I am using the original Elgato Game Capture HD and not the HD60. I run Windows 8.1 and the captures in question were done with a Wii through a Component Cable and its adapter. I am recording to a video file, not broadcasting online.

When I try to record 720p60fps footage, I experience slightly frequent stuttering. It especially happens when there is a flashy effect, like a trick in Mario Kart.

How would I fix it to get smooth 60fps footage?

I reinstalled it and it wasn't completely fixed. Right now the issue is just "not keeping a smooth framerate."
I think the issue lies in OBS not trying to use a high enough bitrate, even when I have it set to 2500.
The problem only occurs when there is a fair amount of motion on-screen, and the video is consistently grainy.
