The general idea is this:
  1. copy the source (rightclick the source->copy) and paste it as reference (right-click the source->paste (reference) into the same scene. Put it below the original source.
  2. make the copy as wide as the screen by dragging the right border of the copy to the border of the scene. The top or bottom will overflow.
  3. center the copy by right-clicking the copy->Transform->Center to screen
  4. put the copy into a group by clicking on the copy->"group selected items"
  5. Add a blur filter to the group, so it acts as blurred background of the original as in your video. You have to create the group and apply the filter to the group, otherwise it would apply to the original source as well as the copy, and both would be blurred
The hard part is that OBS doesn't have a blur filter out of the box. You have to install one manually.
I know of 2 filter plugins that provide a blur filter:

The stream-effects plugin might be easier to install, since it comes with an installer.
