when i select my window capture source, preview stream then click edit scene, there is no red border and it doesn't let me move or resize the scene

If the window being captured is much larger than the scene it's added to then the red borders will fall outside of the preview window and you won't see them. Try pressing Ctrl+F to fit the source to your scene.

that isn't the problem because sometimes i can see the edges of the window i'm trying to edit (it appears in a random part of the preview screen every time i click preview)

ctrl f isn't working, it literally won't let me do anything - when i right click the source, none of the options in Position/Size change a thing

I'd probably recommend to remove and re-add the window capture, to make sure its working.
Apart of that the Position/Size menu or the shortcuts (ctrl+f to fit to screen, ctrl+c to center a source on the screen) should help.
If you cant get it to work, show us a screenshot of your obs window while trying to edit the scene please. Maybe that gives us a hint.

this is what it looks like when i preview and edit, i've tried removing the window capture, adding it back, changing some of the settings, restarting OBS/pc and all of that basic stuff

Unfortunately your system is completely unsuitable for streaming or recording with OBS. A single core CPU just doesn't cut it for real time video encoding.
