Question / Help Dual PC streaming help.

Alright, I currently have a very very good gaming pc.
Dont worry about the specs of my gaming computer because it is not important, just know its very good.

Anyways, I want ot buy myself a second streaming pc. I would transfer the gameplay from my gaming pc over to my streaming pc using the Avermedia Live Gamer HD.
I want to know if the specs for the dual stream pc is good enough for 720p60fps with no lag or problems; and could it handle 1080p60fps. I would also set the CPU preset to the fast or faster.

Are these good specs for a dual stream pc?:
Model: Dell OptiPlex 960 MT - Mini Tower
Chipset: Intel Q45 Express Chipset w/ ICH10DO
Processor: Core 2 Duo E8400 @ 3.00 GHz
Memory Installed: 8 GB DDR2
Graphics: Integrated Intel Graphics Media Accelerator 4500
 
No, those are terrible specs. That is a dual-core CPU and awful integrated graphics. You will need at least a quad-core CPU and at least a semi-modern GPU, even if it's an integrated GPU from Sandy Bridge or later.
 
Really? Wow, I need a quad core just for streaming? Again, I am only using this pc to broadcast my stream, this pc will not be used to play any games or watch videos.
Obs is basically one of the few programs I am going to be installing.
Are you sure streaming is really that impossible with these specs?
