Question / Help Dual Pc Stream

hello there, I got a difficult question about my obs settings :)
I got a streaming PC with i7 5820 oc on 4100, 32 ddr4 2133 Ram elgato hd60pro and I am wondering what is the optimal settings for like 3500 bit rate( keep in mind that I have quality button every time I stream so the bit rate is legit) I want to put out the best I can, no matter of the cpu usage.

5820k should be able to handle 720p60 on slow Preset 1080p60 medium Preset

But those are just wild guesses you'd have to try it yourself and post Logs of the attempts

On slow I get between 90 and 100% cpu usage so I decreased to medium and it works good with 50% cpu usage. It's sad that there is no middle between slow and medium :( I heard something about custom x264 encoding settings, anyone familiar with that ?
