Question / Help Dual PC Stream Specs feedback +Recommended OBS Settings?

Okay, I would like some feed back on my new dual stream pc specs.

- CPU: i5 - 4440 4 Cores 3.2GHz
- Memory: 4GB
- Video Card: GeForce 635 GT -
- Operating System: Windows 8.1 64-bit

What I really want to know is if this dual stream pc can handle a resolution of 1080p60fps and or a resolution of 864p60fps(1536x864).
As well as, what is the best cpu preset I can handle?
I'd be running a bitrate anywhere from 3000 - 3500.
My upload/download speed: 11.7/175.5
