Question / Help dropping frames?

well, i've been dropping frames, supposedly due to bandwidth, but that HAS to be complete bullshit.
it's not my cpu, it's only at 80% usage or less... i'm streaming 720p, 30fps, 2500kb/s, to the chicago ingest server. I tried dallas too.
my bandwidth is NOT the problem, so is it probably twitch?

Dropped frames are a result of insufficient connection to the streaming server. This could be an issue with the Twitch server, or a number of other things. Speed tests don't tell the whole story. For example, your university network could be throttling your upload.

Generally the best solutions are to lower your bit rate and/or try a different Twitch server.
 
i've checked for shapers, and there are none. I also find it highly unlikely that my university is throttling me, as there's plenty of bandwidth go around... so... twitch servers... as always... this is getting ridiculous...
funny enough, I get a faster connection to NY, miami and san francisco than to dallas...
