run a quick test and a long test without doing anything else on your PC. this includes windows updates, uploading or downloading a file, streaming, or watching a youtube video.

the above will test bandwidth to twitch and the above needs to be done for the most accurate results,

you are all over the place with bitrate, but I want you to look at the third column, the quality in this test tries and detects dropped/delayed/throttled packets. in this case your quality is at 0 which 80% would be needed for a solid stream. Take this info to your ISP and see what they say. Be persistent as this is more than likely a route between your ISP and twitch that suffers from the throttling/dropped/late packets.

i called my ISP and they are sending a tech out but they clam that everything is ok on their end, i hope i can get this fixed soon thank you for you help.
