Not sure what's happened as of late, but I've been able to stream with zero problems and now I've had nothing but dropped frames regardless of dialing back quality.

Pings to twitch servers are stable and low, tool shows bandwidth available at the LOWEST of 5900 bitrate, yet even at 2500 I'm dropping frames like mad.

Pingtest shows 0% packet loss, 3ms jitter, and low pings. Speedtest also shows 6.5 MBps upload available. Haven't changed any settings besides the bandwidth, so I'm not sure what's happening. It's becoming frustrating either way.
 
That's the tool I was mentioning. Every server had at least 6k bitrate available. The lowest was 5.9k. The frame drops have been happening even at 2500 bitrate, which is less than half of my available.
 
And what about with longer tests than the short test?

Because lower quality values in that test means your connection to the server is lower quality for streaming.
 
Here are the results. Servers I usually use are Ashburn or Seattle.

Quality below about 97% is going to have frame drops. It might require you to contact your ISP.

Try a longer test like 5 minutes.
 
Results were more or less the same on a 5 minute test with only Miami getting a small amount less bandwidth and quality. Still more than double the bandwidth what I use in stream.
 
Doesn't seem like there's any issue with the ISP at all. I'm not getting shaped traffic, they reported nothing on their end.

OBS goes through periods of perfectly fine bandwidth use, and then even with high kbps in the corner window, starts flickering between green, yellow, and red like mad. Then the frame drops happen. Even at high kbps displayed in the corner.

All I know is this has only been happening with the most recent version of OBS, and has never been a problem prior to.

You could be getting shaped, but talking to Tier 1 customer service, they know nothing about that.
