Question / Help Dropping Frames ISP says not their end

I read the stickied dropping frames thread been talking to my ISP the last few days and they decided to stop helping me since they say it is not on their end. Not sure what to do next but I'm posting my OBS log here.

It might be somewhere between your isp and your streaming service. If you've already followed the sticky, you're done.
 
I just tested streaming to youtubegaming and I don't have a problem I guess it's my connection to twitch
