I am trying to use obs with the elgato capture card. I have a AMD Fx 8350 and a gtx 750 ti graphics card. I looked it up and everything said my graphics card should be able to stream. However, i go to preview my stream hitting the preview button and i will drop frames randomly? Can anyone help?

Yes, thats fine. can you try and actually record or stream? then post a link to the results? you need 5 minutes of recording then post another log. all settings look fine, so check core parking or thermal throttling. your CPU should not get past 65c on the main IHS.
Can you see in task manager how much CPU OBS is taking up? what else do you have running, as a dedicated streaming rig this should be fine. so close everything but OBS and try again.
Also, your elgato, capture at 720@60, not 1080, that is a waist since you are just downscaling it anyway.

you didn't set the elgato to 720@60 to test. then set base resolution to 720 with no downscale.
