Dropping frames/bitrate with decent internet (only recently).

So as of two days ago I began having problems with my streams. Overall I have little to no problems regarding frame drops and bitrate since I had upgraded to a better ISP but suddenly my frames started dropping down from 60-90% and my bitrate is constantly jumping between 300 - 1900 (with this connection I had been using 2000 bitrate with no issues). I've looked around forums and tried allowing port 1935 on Firewall as suggested in the forums, switching servers and all and I've gotten no success. This ONLY happens while streaming, otherwise my connection is pretty much stable. I contacted my provider and told me this was most likely a PC configuration (I use local Ethernet connection, no wireless). I'm up to even retracing my steps to solve this issue. I will post a few logs that I've collected over past few test streams I've done (you might notice some high PC usage which is common for me but it hadn't caused any trouble at all regarding bitrate/frame dropping on OBS in the past). Any help is appreciated. Thank you!

Do a speed test and look at the "Jitter" result. This represents the spacing between the packets. If it's too high, then OBS sees it as an intermittent connection and it starts dropping frames. I was dropping frames too until I got the Cox area manager on the phone. They fixed the problem and now my "Jitter" rate is 3ms. No more dropped frames. Hope this helps.

Checked several sites and this is the jitter result with 75-80 mbps down - 6-8 mbps up

Thanks for the input although this does not seem to be the issue.
