Question / Help Dropping Frames - Already did all the guide troubleshooting

I've started dropping frames like crazy. I've tried all sorts of troubleshooting like switching servers/lowering bitrate/tried other streaming service to no avail. I have shaperprobe results ready here too.

Any advice?

my speedtest results are about 32.19 download/6.76 Upload

My stream configuration is usually 3500 bitrate/buffer size with 1.5 resolution downscaling. I've tried altering all of these with no positive results.

edit: I'm guessing it's something in the shaperprobe results? I don't know what any of them mean.

Upstream: Measurement aborted due to high packet loss rate.
That means something is really messed up with your upload speeds. Either there's an issue with your ISP, or an issue with your own internal network.

hmm strange. I've restarted it a few times and it just keeps alternating between upload measurement being aborted and download measurement being aborted. What do you suggest I do then?
