I streamed earlier this week briefly and had absolutely no issues with dropped frames or not sending anything outwards so I have no idea what caused this.
Everytime I stream today the bandwidth preview goes red and spikes up to what I have it set to and then begins to sputter out until it goes down below 500kbps or eventually sits at 0. It says its dropping frames left right and center, typically ending around 80% frames dropped in a 30 second span.
Disabled windows firewall already to see if that was causing it and it's still having issues. Just formatted HD and its on a fresh install so theres no programs that should be blocking OBS from doing its thing as far as I'm aware.
