Dropping Frame Rates Due to Network

For the past 4 days I haven't been able to stream to Twitch due to my Network frames dropping and skipping frames. I have already contacted my ISP which ran a test on my Modem and Router which all come back in the green. I am Ethernet into my Modem with a 8CAT cable. My internet Package is a 1000mbps down and a 35mbps up. I have run speed tests myself at speedtest.net which come back around 860-980 down and 35-42 up. My computer specs are RTX 3080, x670 Arorus Elite AX, AMD Ryzen 9 7900X, Dark Rock Pro 4 250W TDP, 850W B5 Bronze PSU, 970 EVO Plus NCMEe M.2 SSD, MX500 SSD, Vengeance DDR5 so i should have no issue streaming in 1080p which is what i stream in. Bitrates are set at 6000 as well. I have been searching for an answer as to why I am skipping frames and cannot seem to find any solution. If anyone has any idea how to fix this i would greatly appreciate it. I feel like I'm slamming my head into a brick wall.

1. Use TwitchTest and then use a server with 100 Quality.
2. Make sure you don't have Enhanced Streaming/Multi Streaming enabled as that uses additional bandwidth unless you limit it.
3. In OBS go to Settings > Advanced > Network. Enable Dynamic Bitrate. Do that before you start streaming.

If still having issues then

Thank you for the reply. I did everything you said however I couldn't find an exact 100 quality server and had to choose a 87 quality server. The issues still persist sadly. I'm worried maybe my ethernet port is slightly damaged? it's the only thing I can think of after all the troubleshooting I've been doing. Is there a way to see the active mbps my PC is receiving from the ethernet?

You can check the OBS log of a streaming session. There should be something like following before Streaming Start:
[rtmp stream: 'adv_stream'] Interface: Realtek Gaming 2.5GbE Family Controller (ethernet, 1000↓/1000↑ mbps)

In this example we can see it's a 25000 mbps (by the name) Ethernet port on the PC but is only connecting to the switch/router at 1000 mbps. This is more than likely a limitation of the port on the end but could be cable issue.
