Question / Help Dropped Frames (upload speed)

Hello Everyone! As the title states, I am attempting to get my stream running through OBS software (v0.651b).

My Problem:

I currently am trying to stream League Of Legends at 1280x720p via OBS. I have my max bitrate set at 2800 and my buffer side at 2800. CBR is enabled and FPS is at 30. Once I begin streaming to Twitch with these settings, the FPS remains at 30 however the bottom right of OBS (which contains the kb/s) fluctuates between 1700-2900 (almost always red). This results in about 45-50% Dropped Frames. I have looked through many forums online and have not found a fix. Any help would be greatly appreciated.

TLDR: 20Mb/s Upload but network on OBS still lags.

Below is my listed System information. I am using a Laptop connected via Ethernet to Comcast internet.

Note: This is a Lenovo Laptop with dual NVIDIA GeForce GT 650M However SLI is disabled while streaming due to splitting of frames when SLI is enabled.

As a side note: Does anyone have any idea on how to allow SLI to remain enabled and used in the game while streaming without resulting in OBS splitting the frames?
