Question / Help Dropped frames, read & did "troubleshoot" thread, help please

Been super solid for a year with OBS, hardly ever a drop. This past month it is every stream. Now, red almost continually. I have been on phone with ISP 5 times. I am told we are all good with them every time, connections tests etc. I just tried Gameshow with no dropped frames and at 3500 which is 1k higher than I usually run on OBS. Maybe it is not OBS, but everything is pointing to OBS.

Again changed servers and not just in twitch, lowered bitrate, red all the way down to 1k, didn't go below that cause...well forget streaming...I have been at 2500k for 12 months. Hard wired and went direct to modem just to make sure no router issues after messing with router forever. Updated network card, checked all hardware, took down firewall, etc etc.

Of course I would absolutely hate having to swap all my setups over to some other software.

So I do speedtests to ookla/speetest.net and says we are in ranges ISP is providing at 4k. I do it to http://testmy.net/ and I get 500-1000kbs. I test to servers and same...
Of course charter says we are all good, no problems on their end and OOKLA is only result they take.

When I run a trace route I get a couple times outs here and there, but good ms otherwise and then nothing but time outs for like 15-30 hops.

The OBS twitch tester also says 500-900 kbs...is charter just full of %&#! ?

Tried xsplit BTW and same, nothing going out over 1k...
