Question / Help Dropped Frames issue

So, what's happening is I'll start the stream be fine for the first I want to say; 30 seconds. If not less. Then after that I will receive a huge amount of reduced frames. I'm going to list below everything that I've tried so far to fix this issue. I will also show PC specs.
PC Specs:
GPU : GTX970
CPU: I7-3770k Ivy Bridge 4.2GHZ(Overclocked)
Ram: 32GB
CPU Temp is around 40C at all times.
Motherboard:
First after I realized that I did this, I went to speed test and tested my connection to see if I needed to reduce bitrate. I was trying to do it at 2800, which is pretty normal. I recently re-formatted my computer and since then have had difficulty streaming. This was the test http://www.speedtest.net/my-result/4429046626
After that I deceived to try anyway. Same thing.
My next option that I tried was changing the server location. No help.
After that I started messing around with Encoding/Advanced.
By default, Encoder x264 is checked
Use CBR checked
Enable CBR padding checked. All of the following i've tried toggling, on for one stream or off for the other. Does not seem to make a difference.
After that I left both of them check and tried to use Max bitrate of 3k and custom buffer size of 1800. No luck.
Oh; And I also tried to do Nvidia NVENC needless to say it didn't work either.
After that I went onto advanced while leaving CBR/CBR Padding checked, as well as trying to toggle in between x264 and Nvidia NVENC.
I changed the Process Priority to Above Normal no help, tried to set the scene buffering lower by 100 and higher no help.
I tried to change the X264 CPU preset ( Didn't help at all)
Encoding profile: Main was mostly left on for this. A couple attempts I got further about a minute without frames dropping It was on high.
This is the first time I've experienced any problem like this even remotely related to streaming.
If you have any requests on my part as to uploading logs to see what's going on. Just ask.

Edit: Also forgot to mention I'm using AVG if a firewall is blocking it... I'd believe it.
