I normally don't have that issue, it just started to happen today and man was it frustrating - 50% of my frames were dropped and my stream was literally 1 frame at a time. It was insane and it lasted a while, 30-40 minutes, after which it "calmed down" to 25% which was still hell to the viewers.
Here's my speedtest results, my upload speed usually varies between 2 and 2.8 mb/s:

My CPU is an Intel i5-4460 processor with 3.2GHz Quad-Core
My GPU is an nVIDIA GeForce GTX 650
My RAM is 2x4GB G.Skill 1600DDR3 memory
I live in Israel - according to the JTVPing program, the best server is Frankfort, Germany
These are my settings, I run League of Legends @130 FPS smoothly - the reason I didn't touch the resolution part is because my monitor is 1680x1050 so if I change it to.. say.. 1.5x it would be deformed on stream. Right now all I have in terms of resolution is two black bars that don't really interrupt anyone, but how do I stop 50% of my frames to drop within the stream?
