Question / Help Downscaling problems

Here are my specs in advanced.
Intel Core i7-4790K 4.00 Ghz
Nvidia GeForce GTX 980M 8GB DDR5
RAM 32 GB DDR3
Monitor Resolution 1920x1080.
GTA 5 Quality Settings - Medium to High (While Recording)
OBS Downscale Settings - 1280x720 60fps.
OBS SETTINGS:
-Bitrate 22000
-Buffer Size 22000
-Encoder x264

Problem:
When I record GTA 5 in 720p60fps, it looks as if im recording in 480p. I know it is not the bitrate problem where it pixelizes. Please help, my viewers don't like that my quality is bad. I see kyr speedy record in 720p and it is better quality than mine. I also do NOT want to put my GTA settings down any lower for the quality of the vid. I am also not willing to turn down my downscaling. Please help.

Also, the settings from https://obsproject.com/forum/resources/how-to-make-high-quality-local-recordings.16/ are recommended for recording, as you can set them and not worry about getting the right bitrate for your video content. The CRF-based bitrate selection that it recommends will automatically scale to resolution, framerate and x264 preset, so you can run at crf 15 with ultrafast and get the same quality as any other x264 preset at crf 15. It just adjusts the video bitrate to compensate for what would otherwise be lost quality if using a fixed bitrate.
