Question / Help Downscaling Making Stream Fuzzy Please Help

Hi there, basically I started live streaming CS GO with OBS and I've just watched one of my broadcasts back and noticed it keeps going fuzzy and I've heard this is due to downscaling from 1080p, my upload will only allow me to stream 360p/480p until I can get some money together for installation charges for an upgrade but I want to keep streaming until then anyway, is there a way to fix this?

My PC specs aren't too bad either:
CPU: AMD FX Black Edition 3.5Ghz 6 cores (overclockable to 8 cores @ 5.0Ghz)
GTX 750 Ti 2GB graphics card
16GB DDR3 RAM
