Question / Help Downscaling delays stream?

Obs for some reason is actin weird for me. i havent changed settings but now i have to downscale the resolution. Does downscaling resolution Delay the video aspect of the stream. so then would i have to delay my audio+Gameplay audio too?
and how would i do that?

down-scaling doesn't directly affect the delay of the video but it sounds like you are having issues,

your i3 CPU is to slow to try and record at 768p@30fps. you should try quicksync instead. that uses your GPU to encode instead of the CPU.
