Question / Help Down scaling and resolution

I have a question, Say when i stream i would like to stream in 720p but would like to see my game in 1980x1020 would i have the base resolution at 1920x1080 and have a 1.5 downscale?

Or

Would i have to have my game res has 720p and have the base resolution has 1280x720p?
i hope this makes sense.
