I used to be able to run my stream at 720p with 0 dropped frames for hours and now all of a sudden in getting like 10-40% dropped frames when i already did the stuff asked in the sticky post. Even lowering quality and way lowered bit rate/buffer size im getting dropped frames.

My specs are:

Intel Core i7-3770 CPU @ 3.40 ghz
RAM 8gb
Nvida geforce gtx650 ti
Wired connection

upload speed @ 9 mbps

my settings are:

Video: http://puu.sh/7kfN5.png
Audio: http://puu.sh/7kfxg.png
Advanced: http://puu.sh/7kfw9.png

My Stream Configuration Quality: Excellent

My LOG is: http://pastebin.com/fUGM9brL

This is my Twitchtv Latency Checker: http://puu.sh/7kgAy.png

pls respond

edit; fixed log

you need more bitrate. try liek 3000 kbps, for 720p. don't use a custom buffer.
your GPU is rather weak, but it souldn't be a problem with this.
you're not skipping frames.... but i see alot of
"13:58:04: RTMPPublisher::SocketLoop: Stalled for 1608 ms to write 165728 bytes (buffer: 0 / 165888), unstable connection?"
so that makes me think your connection to twitch is bad. try doing a speedtest to a server in ashburn or chicago.

Well when he's getting all those unstable connection messages, he can't really increase his bitrate.

I agree that you should use the Ashburn VA ingest server, if you're not already.

13:30:25: Scene buffering time set to 400
Set this to 700 instead. Probably won't make any difference but the new default is 700 and I assume they had a good reason to change it.

The only other configuration issue is that you've lowered your bitrate so much to try to get it to work that its really insufficient for the 720p30 stream you're trying to send. But if you can get the bitrate constraint figured out, this problem will go away.

You might check the sticky post on connection problems and try what it suggests. Also make sure no one else on your internet line is hogging the connection. Bittorrent traffic, Netflix, etc. If you have wireless enabled on your router, even if you're not using it, make sure its secured and that no rogue devices or wardrivers are using it. Other than that, your ISP might not be delivering all the upload its promising.

I personally use the Ashburn ingest and for me, 99.9% of the time its excellent.

same for me, with chicago. the ingest servers are usually pretty stable, it's the chat and distribution servers that have problems, usually.
