Question / Help Does Monitor Refresh Rate Affect Capturing Framerate?

I recently got a new laptop that has a monitor that is locked at 48Hz because of the 4K capabilities and the graphics card (even if I display in 1080p, which is stupid, but I digress). While I'm waiting for the opportunity to talk to the manufacturer about this, my question is will this prevent me from capturing in 60FPS? I realise that actual framerate is separate from refresh rate, but I want to be aware of what I can do with this monitor.
 
You can force your monitor to 1080p 60Hz I think... but 4K 48Hz is your limit.

You sound like you have a lenovo Y50. I wish people would stop recommending that laptop to others >_<.

And yes, actual framerate is separate from capture framerate.
