Anyway, I would like to see a screenshot of the twitch test results if you could. one long test, one short. make sure you aren't doing anything else while it runs. I did look through your log several times and didn't see any setting that was off besides one thing and this is just to rule it out.
Your Killer Gigabit Ethernet card is only connecting to your router at 100Mbps. usually this means one of two things, generic windows drivers installed or there is something up with the CAT5 cable from your PC to the router. The third possiblity is if you are connecting to your router through a cheap hub.
Again, this is just an oddity, is doesn't mean this is the issue. its just something to rule out.
Recommendations:
check Ethernet cable to ensure there are no cuts or kinks and might even swap it out in some cases
use the drivers from your motherboard's website. these are typically the best drivers to use and usually provide the best communication with your router/ISP.
Other than that, check those things and get back with me
