Desperate need of help: Irregular stutter/lag in OBS Preview (Source is smooth)

Hi, I’m a programmer, so I have some technical background, but I have been desperately trying to solve a very frustrating issue in OBS for over 3 weeks now.

The Problem:When I select "Display Capture" or "Window Capture" in OBS, the original source behaves perfectly smooth with zero lag. However, when I look at the OBS Preview, it stutters. While it runs smoothly most of the time, irregularly (every few seconds) the image freezes or stutters for anywhere from a few milliseconds up to several seconds, and then returns to being smooth. This cycle keeps repeating.

I have the original source and the OBS preview side-by-side, and the difference is obvious: the original is flawless, but the OBS preview suffers from irregular lagging.

Troubleshooting so far:I’ve tried almost every solution imaginable with no luck: Nvidia driver settings, Windows settings, and OBS settings. Nothing helps. I even upgraded my CPU from an Intel i5 to a powerful AMD Ryzen 9 3900X (24 threads), but there is absolutely no change. I genuinely cannot understand why this is happening.

My PC Specs:
  • GPU: GTX 1660 Ti 6GB
  • CPU: AMD Ryzen 9 3900X
  • RAM: Kingston 16GB 2133 Mhz
  • Mobo: ASUS TUF GAMING B550M-PLUS
I assume the issue isn't the Motherboard or CPU, as I just upgraded to these new parts. The issue persisted on my old Motherboard/CPU and is identical on the new ones.

Note: I am not streaming directly; I am sending the video out via the OBS Virtual Camera. However, the stuttering is clearly visible in the OBS preview window itself.

If anyone can help me solve this, I would be incredibly grateful. Thank you very much in advance!

Same source, different rigs, same result.

There's no lag in the log.....

Some other steps, I doubt if either will help, but you never know until you try. Create a New Scene Collection & see if there's any improvement.

Nothing, try disabling HAGS.

Security info is not in the log. Perhaps there's an issue with whatever you have installed.
 
1. The log is incomplete in that it isn't from a session where a Recording and/or Streaming session took place...
2. Just out of curiosity... in the interest of troubleshooting... have you tried Recording (using same settings, so no extra encoder workload, hoping you aren't Disk I/O bound) - I'm curious if this is a display artefact in Preview Window, and not part of stream/recording output?
3. what happens if you drop to 30fps?
