Question / Help Decent low budget capture card?

So I recently moved out to college, and my laptop can't run a stream and a pc game at the same time. I want to get a capture card to stream some wii and wiiu games. Composite or component will work, but my TV doesn't have an HDMI port. I'm on a budget of $50-$60, which I know isn't much, but I'm also not looking for much. I just want a decent one that will get the job done. I would also like to be able to play the game on the TV while its being recorded(A delay is fine as long as it doesn't delay on the TV). Quality is not of a major concern for me. I'll probably replace it with something better in a few months. A lot of streamers have been using the Dazzle DVC 100, but I don't know if the Amazon listed "Old Version" is the same or any good or what the deal is. It gets horrible reviews though and people on Amazon say its really outdated. Are there any other good options?

50-60 won't get you a decent one. I highly recommend increasing your budget to about 180 for a PCI-E card, it's worth the money.

Perhaps I should clarify. By "decent," I just mean one that works. One that I can use for streaming and nothing else. I have no other desires, I just want one that works and preferably is easy to set up(and being able to play the game on my TV, but I think a splitter may work for that). I don't care about quality at this point. Increasing my budget isn't an option, since it will take several months for me to get to $180. I'm mainly considering the DVC 100, I'm just confused about the Amazon listings for "Old Version." There's this one: http://www.amazon.com/Pinnacle-Dazz...qid=1410032590&sr=8-2&keywords=dazzle+dvc+100 and then the rest of the listing say Old Version(http://www.amazon.com/Dazzle-DVD-Recorder-Old-Version/dp/B000FCA0P8/ref=cm_cr_pr_pb_t). It seems to work well for the other streamers, I'm just not sure the difference between the 2 versions. I will, however, put your recommendation into consideration for an upgrade. I'll probably upgrade at the beginning of next year. I just want one to use in the meantime. I wanna get back to streaming!
