Question / Help csgo stutter without fps drop

so my issue continues, i run over 290 fps all the time, yet the game stutters while using obs to record/stream, i cannot find any help and ive done countless searches and tried countless configurations, so ive reverted to use .........Shadowplay...... >.< https://gist.github.com/6fb119aed2f9305d4c05

Limit the fps in csgo to someting reasonable.
