Question / Help Cs:Go Stutter when I stream

So I have this problem. I want to start streaming but I experience that CS is abit laggy altough I set my OBS Settings to 720 @30 fps. Here is my PC-Specs and a Screenshot of my ingame video-settings.

My question is: Are there any ways of improving your FPS ingame. I run CS at between 250-300 fps constantly when I'm not streaming. and when I'm streaming it's between 120-180.
