Question / Help CS GO Streaming

Hey Guys, at first i will apologize for my english, its not my native language but i will try my best. I have following Problem, everytime i try to Stream (to twitch.tv) CS GO its a bit laggy while Weapon switching or if i see enemys. The Models start to stutter followed by an minilag.

Is it probably my CPU who's making the Problem? i5 4690k @3,5 , i know its still an 4 Core CPU without Hyperthreading but can it really be? I mean i paid for it 240€~ :-/ was a lot of money for me...

Here is my other Hardware:
ASRock Z97 Anniversary
EVGA GTX 970
8GB RAM

I already tried to lower my CS GO Settings (from 250 fps to 200), had brought nothing. Can maybe an CPU OC help? (up to 4.0GHz).

@Pazzy let's try fps_max 120 and see will it help or not. I have i5 4670k without oc (I can't oc my cpu). I stream cs;go too. I have never had problem with csgo but when I had fps_max 300 obs was dropping frames. That's why I lowered my fps_max to 120. Now everything is ok :). Less fps in csgo less using of your cpu. I see we are unlucky users of i5. I saw streamers with my i5 4670k and they could stream with 300fps+ without any problems ...
 
Quicksync isn't working for me... I don't know why. When I use quicksync stream is sutter/warps/freezes and my game is laggy too. I am sure those streamers use or quicksync or even x264 look here -> Tarik's video. He has same cpu as me which is i5 4670k.

:/ damn :/... tryd it now with nvend and quicksync, same problem.
