Question / Help CS GO Streaming - Grainy Quality

Hey Everyone,

I've been sifting through various posts throughout the internet and I'm still having difficultly finding a solution. Recently, I built a new PC and wanted to stream my game time. Below I will list the computer components. Two games I currently play are CS GO and Heroes of the Storm. When streaming such games, my friends have noted that the quality is the stream is a little grainy and jumpy at times. Simply, I want to fix this issue and provide a smooth steam to viewers that also has good quality. I understand many partners may have additional quality features, but how can I achieve a similar result with my rig? I use game capture as well. Thank you for your feedback. Below are some specs.

PC
CPU - i7 4790K
8gb RAM
Windows 7, 64 Bit
NVIDIA GeForce GTX 970
Monitor: ASUS 24' 144hz 1ms GTG

OBS Settings

Encoder x264
Use CBR: Check / Enable CBR PAdding: Check
Quality Balance: 9
Max Bitrate (kb/s): 3500

I downscale to 720p and use the Lanczos filter (1.5 1280 x 720)
My native resolution is 1920 x 1080 (16:9)
FPS: 60
Disable Aero: Check

Advanced Section: Most of this is default besides the Keyframe Internal which is 2 (Twitch Required) and I disable CFR.

going by your logs everything should look fine with 720p60 and 3500bitrate most common settings for csgo streamers anyways so id rather say we would need a vod too see if its actually that "bad"
