Question / Help CS:GO Streaming ; Glitchy animations

The game feels laggy although I'm constantly over 150 FPS (I put an FPS limit at 160) and I have a low latency (not more than 40 in general). The animations are stuttering (Weapon switches, knifes hits ,etc...) and the shoot sprays feels laggy. Also I've been told that I look like I'm teleporting sometimes. I only experience this kind of issues streaming Counter-Strike : Global Offensive. I can stream other games (FPS or else) in 720p without any problems.

Here's my last VOD http://www.twitch.tv/sombrhero/b/630612045
It is barely noticeable on the video though, but for me, on my screen, this feels really uncomfortable.

This is the latest speedtest I've made : http://www.speedtest.net/my-result/4177993786
I'm streaming at 1800 kb/s which I think my connection should be able to handle.

Incomplete log file. upload the logfile from the help menu after you've streamed for a bit. copy the link to the logfile here.

speed tests mean almost nothing when it comes to streaming.

test using this and after you find an ingest with the best quality, what ever uplload speed you get with that ingest, multiply by .8 (80%) and use that for your bitrate.

read what I wrote. upload the log from your help menu.

also, disable in-home streaming and broadcasting from steam, then restart your PC

I'm on LAN, I don't know why my ping is so high on these servers. I have a good ping (15-20) on speedtest servers and good pings on csgo servers as well.

What is "in-home streaming"? how do I disable it? I wasn't streaming on steam when I had these lags, should I still disable it?

there is an in-home streaming and broadcasting tab in steam settings. they are different broadcasting utilities in steam that tend to do more harm than good when steaming with OBS. I would disable/uncheck them both completely when having issues with OBS
I have more consistent values using JTV Ping. Here are the results http://gyazo.com/1e98dc4a5a14b234880811e9d746c255

do the twitch test a couple of times. sometimes you'll get better results than others depending on ISP traffic.

I disabled both steam streaming services and streamed for a while after rebooting but the problem is still there.
Here's the log file : https://gist.github.com/d648b682afb8ab5b1274
I made several twitch tests but the pings are always as high as the first try while JTV Ping is showing lower values.

you disabled the services the restarted? You mean disable them in steam settings, you uncheck enabled for in-home streaming and use the drop-down to disabled for broadcasting.
Code:
Using custom x264 settings: "main"
please remove this^

to go programs and features in control panel and make sure you dont have nVidia Experience, Razer Synapse, or Overwolf installed. if so, remove them.

Yes I disabled in home streaming and broadcasting properly then restarted.
I removed "main" parameter and unchecked custom x264 settings : problem is still there
I have nVidia Experience and Razer Synapse. I just tried to stream without these running (but still installed) and it made no difference. And I can't really do without razer synapse as it's the only way to configure my mouse. I've been checking the use of the CPU that stays at an average of 45% and never goes higher than 55% (while playing + streaming) I have a lot of free memory aswell. I don't have problems while testing the stream without going live though.

I just noticed OBS seems to upload at a higher bitrate than the actual bitrate in the settings.
I've seen this http://gyazo.com/06aebb3ba1c65ccbd053fcab73e5f5c2 (constantly more than 3Mb/s)while my OBS uploading bitrate was set at 2200kb/s (+ 128kb/s for audio) ( my Windows 7 is in french language so "octet" = "byte"). It looks like OBS is uploading more than it should, is this normal? I think this could explain upload overflow as I have approximately 3200kb/s upload in total.
Here's the log of the last stream with these settings : https://gist.github.com/033c32c672a532fb732b
(a little of framerate drop in game but it is no big deal)

some things i didnt notice before, enable aero. This helps game capture. Also remove all sources and add all sources to global sources then readd them to scenes. Third, make sure you arent using mic time stamps or syncing audio to video. lastly, try removing nvidia experience as you dont need it to work. Synapse is probably your issue. Remove it and test then if it works maybe you can reinstall it and check through its settings to disable whatever in there is messing with your game.

I followed every steps but it didn't help. The problem is still there. It feels like my upload is saturating. I recently noticed that I get lag spikes (from ~25 to ~80). I've also done some in game tests ; I kept knifing a wall, and some of the hits didn't make a scratch into the wall, meaning some of my inputs in game could not be sent properly

312091 bytes = 2496728bits = 2.4Mb/s from OBS which is right at your 2200k bitrate video + 128k bitrate audio

the above stats are fine.

are you connected directly to your modem/router? the lag spikes with high payloads, the incrediable high pings to all twitch servers while streaming vs the low pings while just usings the jtv tools (which are the same servers from my knowlege)

try to check to see if throttling is occurring by running this test:

http://broadband.mpi-sws.org/transparency/glasnost.php

I personally tried the flash video test because I dont like to test P2P stuff but any should work really

Yes sorry about the calculation of the bitrate, I was wrong.
Yes I'm directly connected to my modem by cable.
I've been trying a lot of different settings and "Minimize Network Impact" seems to fix my laggy/glitchy animations problem, at least I didn't notice any lags yet with this option checked.
Should I let it this way?
Here's the log with the latest settings https://gist.github.com/1bd06d07a2dcd5a8518d

this would have been my next suggestion, but I will tell you it might affect your stream as in a sense, it sets the stream priority lower than other packets. not exactly, but its the outcome of the setting.
