Question / Help CS:GO Stream Help

My CS:GO client seems to take a poop when I start the stream in terms of connection, I seem to start rubber banding right away and my ping will vary from low 60's to the high 150's constantly while im in game.

Stream settings:
Encoding: 1500 (1900 Are the speeds that I get via speed test) http://www.speedtest.net/my-result/4182395572
CBR and CBR Padding enabled
Video: Custom[x] 1920x1080 aspect ratio 16:9
Downscale 1.50 (1280x720)
Filter Bilinear (fastest)
FPS 60

PC Specs:CPU: i5-3570k
Ram: 16GB
GPU: GTX 670 2gb
OS: Windows 7 Home Premium

Tried to get Quicksync working but no good (I can enable it)

I had it going good when I was on win7 ultimate, I was trying to enable quick sync but I must have done something wrong and corrupted my HDD, luckily I had an SSD and put home premium on it and when I try to stream its complete crap
 
1500 bitrate is too high. If you only have 1900kbps upload to play with, then obviously that left over 400kbps isn't enough for a stable connection in CS GO.

Also, 1500 bitrate is FAR too low for 720p 60fps. Your stream will look like crap. I would recommend downscaling to 480p, dropping your bitrate to 1000, and lowering fps to 30.
