Question / Help CS GO Ingame Lag Ping Stable

Hello i'm having some in-game lag issues with csgo. Just seems to be some small general lag at times but when i shoot i will lag or skip pretty massively. Makes it very hard to play, although hardly noticeable on stream.
My ping is always stable and i didn't notice any dropped frames or errors.
My upload is 4.7-4.8mps tested many times on testmynet.
I stream at 720p/30fps at 2500 bitrate which should leave plenty of room.
I have tried lowering my bitrate to 2000 and 1700 and it made it mildly better but still very present.
I am also running a webcam at 720p.I changed the res down to 752x416 it helped a tiny bit.
It only seems to be an issue in CS and not my other games. I am capping my frame limit in game to 120 aswell.
And i am not having the problem when not streaming.
Any help appreciated.

Specs: GPU- 7950
CPU- AMD Phenom2 1090t 6 cores@3.9ghz
12GB of ram@1600mhz
Monitor @ 1080p

did you try the "minimize network impact" feature?

also when downscaling your webcam helps with weird lags skips etc. have you tried monitoring your cpu usage while streaming and gaming? because your cpu is quite old ... and to be honest it kinda gets into its limit with streaming and an cpu based game engine

Thanks for the help bud. Minimize network impact makes everything really bad it seems.
Yes i have it gets pushed pretty hard usually at 60-70% usage but don't see it go over 80%
