Question / Help CS:GO foggy stream with fx 8320 + 11 mb/s upload

Hello.
For the past 2 weeks I searched for better settings, for opinions, but none seem to work.
My stream is quite foggy at some point; For example, when I move I'm not getting the same sharpness and clearness as another streams.

My PC specs are not that bad, FX 8320 and R9 270x.

So far, these are my settings:
Source: Game capture
CBR, CBR padding Checked
Max bitrate: 3050
Buffer size: 3050
Resolution: 1080p downscale 1.5 to 720p (1920x1080 to 1280x720)
Filter: Bicubic sharper
FPS: 30
Disable aero: checked
Process Priority: Normal
x264 CPU Preset: FAST (tried medium too, but it lags a bit from time to time)
CFR Checked

Yes, I know, I'm not a partener with twitch, I can't stream at higher bitrate, but I've seen better quality streams and they were as me, non-parteners.

So... Any ideas?

The stream seems fine, i think you might have some unrealistic expectations.

How is his stream so clear and fog-less ?

He uses 3500 kbps bitrate.
You are also downscaling more, which adds some bluriness, try the lanczos filter.

My stream gets fogless when I don't move my mouse for a few seconds, and looking at yznb's stream he is fog-less all the time. Is it even possible to make my videos even more clearer?

Is it normal for bitrate to fluctuate even to 3800 and more?
