When I stream I get between 180-200 fps, but it feels much choppier than that and I get choppy reload and knife animations. I've tried lowering the output resolution, limiting my in game fps to 120, and I've messed with most of the settings in OBS and can't seem to get completely smooth gameplay. I play at 1080p in game with everything on the lowest settings except AA and AF on 4x. I've tried turning off AA as well, but there's still no difference.

Any ideas?

Any help is appreciated!

According to speedtest, my upload speed is 3.96 Mbps.

Your game is lagging, or the stream?

If it's your game, you CPU/GPU/RAM aka hardware is more than likely to blame, while if it is the stream, it is either your settings or your internet.

I have to stream csgo at 60 fps in OBS settings otherwise it's choppy, as are most shooters, but my game itself never lags.

Semi-common issue with CS:GO simply because *everybody* wants to use 120hz. Which is perfectly understandable, but tends to cause issues when streaming at the same time for some reason. Often, turning off the preview in OBS can help (right click the preview screen while OBS is active to get the option to disable it), though I can't remember everything that impacts it at the moment. That was one that helped in a few cases, though not all
