Question / Help Crap Streaming quality and buffers

I have a 34mbps download and 8mbps upload.

No matter what quality settings I choose the quality is either tremendously crap and or buffers every few seconds. I get no dropped frames even if i stream at 60fps. I have a second monitor I use to test my stream and the framerate never seems to go above 20.

What can I try?

Edit: If I set the bitrate to 2000 then I can get by with almost no buffering. But the quality and framerate are still crap.

Could the constant buffering and low framerate be because I'm watching my own stream? I asked someone else who lives far away to check the stream and he says it plays fine.

I have had the problem that whenever i am watching my stream from twitch on my other screen, I dont get the best quality. So yes, that could be your problem. Also, try putting your buffer size to 1000. I dont know what you had it on, but that usually works.

EDIT: If you can, watch your stream from a laptop or another mobile device so you can see how it looks. I use my tablet so i dont have to watch it on my other screen.

Also, there is not really a need to go above 30 fps anyway. For league or something like that you might could get away with 45 fps, but i wouldnt suggest 60.
 
I have my buffer set to 3500 (same as my bitrate), every streaming guide I've read/watched says to have the buffer equal to the bitrate.
 
OK, here's my log. One thing I want to mention is I never get any dropped frames, and the little colored square is always green. My stream never uses more then half of my bandwidth.

Also, I use NVENC since ShadowPlay can record in perfect quality at 60 fps. However when using OBS's NVENC I do notice a little bit of system slow down. Does anyone know what that might be related to? When using shadowplay there is no slowdown at all.

Aside from a few crazy stream attempts at 1080p60 the log looks fine. This could just be a playback issue, have you tried testing with a local recording instead? If not, do so, and see if it plays back smoothly. There is also no reason to use NVENC when you have a 4770K at your disposal. x264 provides much better compression.
